Apologies for the delay in forwarding this to the list.

In theory, all comments on creating a Rietveld newsgroup
on the internet/Usenet should be posted on the news.groups
newsgroup. As Rietveld science doesn't involve as much
black magic compared to such areas such as Cold Fusion
(and is thus relatively un-controversial), the 21 day
discussion period should be a formality.

After the RFD period, a CFV (Call for Votes) is issued. Just a
reminder that if we want a chance for this to pass, everyone
must vote by email when the time comes for this proposal to
have a chance of passing. We will be informed when
the CFV is posted.

REQUEST FOR DISCUSSION (RFD)
unmoderated group sci.techniques.xtallography.rietveld

This is a formal Request For Discussion (RFD) to create an
unmoderated newgroup sci.techniques.xtallography.rietveld.

The RFD will be followed up to news.groups for discussion.

RATIONALE: sci.techniques.xtallography.rietveld

The over 300 participants of the Rietveld mailing list have agreed
with attempting to convert the existing mailing list to a full Usenet
newsgroup. This is to enable easier discussion of scientific issues
relating to the Rietveld based applications via newsreading software
and create an "open" Rietveld resource on the internet/Usenet. This
would also help negate concerns that are inhibitting discussions on
the basis that mail boxes are already too cluttered.

If created, the old mailing list will still be mirrored to the
newsgroup so that subscribers without newsgroup access can continue
participating. While the method was originally created by Hugo
Rietveld for the refinement of crystal structures, it has greatly
expanded beyond these borders to include such fields as quantitative
phase analysis, crystallite size and strain analysis.

CHARTER: sci.techniques.xtallography.rietveld

The newsgroup sci.techniques.xtallography.rietveld will be
an open discussion forum for the international Rietveld
research community on the internet/Usenet.

Topics for Discussion:

The main topics for discussion are (but not limited to) :-

Applications for X-ray and Neutron Powder Diffraction
User problems and suggested fixes.
New user pitfalls :-
(e.g., why does my Rietveld software, while refining
a hexagonal structure, give beta not equal to 120 degrees?)

Sample preparation techniques.
Data collection techniques and optimization.
Vendor/author announcements of Rietveld software
(commercial and public domain).
Reviews/announcements of Rietveld books, articles and software.
Comparison of rietveld software
Installation of Rietveld software.
Rietveld Goodness of Fit Plots and other Graphical Output.

Discussion of new code, functions, algorithms, etc.

Data formats.
Software requirements
Available Software
Reported bugs/glitches/kludges/"features" of various software and
their possible work-arounds or solutions.
Discussion/comparison of complementary techniques :-
e.g., direct methods, maximum entropy.

Any other topics users consider relevant (suggestions welcome).

(a)-->(b) assumes no major disagreements about this newsgroup during
discussion. (c)-->(d) assumes that the vote is favourable., i.e.,
Y > N+100 .and. Y > (2/3)(Y+N)
Y being the number of YES votes, N being the number of NO votes for
the creation of the proposed newsgroup.
