Hi All,

If you haven't found out already, it looks like the attempt to
create an internet/Usenet rietveld newsgroup failed by 6 votes. Unless
anyone wishes to raise any "points of order", it looks like we will have to wait
at least another six months according to the guidelines before
another attempt can be made.

Following is the original message posted on sci.techniques.xtallography

-------------

Also, as I can no longer log into our work email from home and
I am on holidays for a month (to kill 17 days of excess rec-leave), I
have a new email address to reach me at :-

lachlan@melbpc.org.au

After popping into work, it seems the backlog of email includes two
requests on how to vote yes and one on how to keep the status quo
and vote no. If it had have been 6 emails querying how to vote yes,
the PC mouse might have gone through the monitor accompanied by some
rather coarse language! :-)

Regards,

Lachlan.

PS : As most of you already know my views on the present level of
scientific/academic resources on the internet, I'll knuckle under
for the moment! :-)

RESULT
unmoderated group sci.techniques.xtallography.rietveld fails 113:19

There were 113 YES votes and 19 NO votes, for a total of 132 valid votes.
There were 2 abstains and 8 invalid ballots.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes. There also must be at least 100 more YES votes than NO votes.

There is a five day discussion period after these results are posted.
Unless serious allegations of voting irregularities are raised, the group may
not be voted on again for six months.

Newsgroups line:
sci.techniques.xtallography.rietveld Rietveld science and technology.

Voting closed at 23:59:59 UTC, 5 Jan 1996.

This vote was conducted by a neutral third party. Questions
about the proposed group should be directed to the proponent.

Proponent: Lachlan Cranswick <Lachlan.Cranswick@minerals.csiro.au>
Votetaker: Steve Bonine <spb@ntrs.com>

RATIONALE: sci.techniques.xtallography.rietveld

The over 300 participants of the Rietveld mailing list have
agreed with attempting to convert the existing mailing list
to a full Usenet newsgroup. This is to enable easier discussion of
scientific issues relating to the Rietveld based applications
to a full Usenet newsgroup. This is to enable easier discussion of
scientific issues relating to the Rietveld based applications
via newsreading software and create an "open" Rietveld resource
on the internet/Usenet. This would also help negate concerns that
are inhibitting discussions on the basis that mail boxes are
already too cluttered.

If created, the old mailing list will still be mirrored to
the newsgroup so that subscribers without newsgroup access
can continue participating. While the method was originally
created by Hugo Rietveld for the refinement of crystal structures,
it has greatly expanded beyond these borders to include
such fields as quantitative phase analysis, crystallite
size and strain analysis.

CHARTER: sci.techniques.xtallography.rietveld

The newsgroup sci.techniques.xtallography.rietveld will be
an open discussion forum for the international Rietveld
research community on the internet/Usenet.

Topics for Discussion
---------------------

The main topics for discussion are (but not limited to) :-

Applications for X-ray and Neutron Powder Diffraction
User problems and suggested fixes.
New user pitfalls :-
(e.g., why does my Rietveld software, while refining
a hexagonal structure, give beta not equal to 120 degrees?)

Sample preparation techniques.
Data collection techniques and optimization.
Vendor/author announcements of Rietveld software
(commercial and public domain).
Reviews/announcements of Rietveld books, articles and software.
Comparison of rietveld software
Installation of Rietveld software.
Rietveld Goodness of Fit Plots and other Graphical Output.

Discussion of new code, functions, algorithms, etc.

Data formats.
Software requirements
Available Software
Reported bugs/glitches/kludges/"features" of various software and
their possible work-arounds or solutions.
Discussion/comparison of complementary techniques :-
e.g., direct methods, maximum entropy.

Any other topics users consider relevant (suggestions welcome).

END CHARTER.
