[sdpd] RIET:XRDU:Clay: ConvX powder data interconverter for Windows by Mark Bowden

A quickish announcement that the ConvX powder data interconverter for
Windows by Mark Bowden is again available via the web. This time located
at the CCP14 website and regional mirrors.

ASCII 2-theta,I lists SCANPI Sietronics CPI Siemens DiffracPlus.
