  This is a great idea.
  Though I might be wrong about this, there seems to be a problem, at least with incommensurate structures. 
I had opened several structures (1001691.cif, 1001571.cif, 1000285.cif etc)  and was not able to find description of modulation vector/function that  is inherit for these materials. Only the main reflections h, k, l are  defined yet mq seems to be missing. Though changed in this version of  CIF nomenclature this is usually defined by:
   i.e.
  
   loop_
  _cell_wave_vector_seq_id
  _cell_wave_vector_x 
  
  loop_
  _atom_site_Fourier_wave_vector_seq_id
  _atom_site_Fourier_wave_vector_x
  
  _atom_site_displace_special_func_sawtooth_ax
